On well pump and it’s -3 degres outside only low pressure cold water to house?

Im on a well pump and its -3 degres outside right now. I went to turn on the water and I only get really cold water and extremely low pressure. Could it be that the water is frozen or the pump? If that could be the case what can I do to get hot water to the house again?
I should have mentioned we have a tankless water heater and the pilot light is lit. The water pressure we do have just drips.

    You may need to keep a drip going to insure that the pipes don’t freeze. You can also wrap heat tape to the pipes in the pump house and where the pipe comes into the house to prevent freezing in the supply line.

    If your getting any water it`s not frozen. hot water has.to do with your hot water tank. Check hot water tank, if it`s gas, thermo coupler is often the problem if you light it and it will not stay lit. Slow water flow probably means well is low you`ll have to conserve water to let well level rise.
