black drops of something on my car and house. Looks like tiny spots of tar.What is it and how do I get rid of?

I can scrape it off with my fingernail but it leaves a brown stain.

    If you have mulch down around that area where you park the car and near the house then it’s a mold problem ( It’s coming from the mulch) that will only get worse. scrubbing it with bleach does do the trick but you will have to go to home Depot and purchase the Outdoor Commercial Bleach which is found in the cleaning area. I just cleaned up a neighbors front porch that was having the same problem and she had spread mulch down early spring and then in August she started to notice these black spots all over her white porch. I ended up power washing the whole porch with the bleach. If you use these bleach and don’t have a power washer please use gloves with this stuff I burned my hands with it…OUCH!

    rotting wood. If infested material is ground into mulch, the artillery fungus may be already present when the load of mulch arrives at a site. Under cool, moist
    conditions, the fungus will grow rapidly.

    It could be soot if your neighbour’s burn non smokeless fuel, does it smear if you rub it? If it is soot it should come off the car when you wash it, as for the house apart from washing the windows and sills with soapy water I think you will have to let the rain do it’s best.
