    If you think cold air is coming in around it caulk around the oputside frame. If the heat is being list through the glass itself (not double/triple pane) then use the plastic the other answerer suggested. You could also use removable "DAP seal and peel" indoor caulk to cover any gaps around the inside of the windows (and peel it off in the springtime).

    How much money do you want to spend?

    Temporary? this winter, Plastic or a thick blanket
    Permanent. You own the house and want to do it right.
    replace it with a new wood or vinyl window
    You want to keep the original sash look ? you could put individual insulated lites in, you’ll need some carpentry skills and a glass shop though
